GTA V's map includes a lot of ocean and mountains. Rockstar's comparison with Red Dead 2 talks about playable area, the space you can actually explore. A map can be twice as big on paper and feel much bigger if more of it is city, interiors and water you can dive into.
Rockstar has named Vice City, the Leonida Keys, Grassrivers, Port Gellhorn, Ambrosia and Mount Kalaga National Park. See our GTA 6 Map: Vice City and Every Leonida Region guide.

Rumours mention extra islands added after launch. Rockstar has not announced any map expansion, so treat it as speculation.
